The PSC decides to “reactivate the ad-hoc Committee of Heads of State” and establish an International “Contact Group” for Western Sahara

The AU Peace and Security Council, decided to “reactivate the ad-hoc Committee of Heads of State” and establish an International “Contact Group” for Western Sahara, as it indicated in a historical Decision it adopted on the conflict, during a meeting dedicated to the issue on Friday 27th March 2015, in Addis Ababa, Ethiopia.
After the members of the PSC listened to reports and statements by the AUC Chairperson, the Special Envoy to Western Sahara, the Minister for Foreign Affairs of the Saharawi Republic, Nigeria as a representative of the 3 African Members of the UN Security Council, and a representative of the UN Office to the AU, they adopted a very strong decision on the conflict.
One of the main actions adopted in the decision is “to reactivate the ad hoc Committee of Heads of State and Government on the conflict in Western Sahara, established pursuant to resolution AHG/Res.92(XV), adopted at the 15th Ordinary Session of the Assembly of Heads of State and Government of the OAU, held in Khartoum, Sudan, from 18 to 22 July 1978.”
The Council “further decides to expand the composition of the ad hoc Committee to comprise ten Heads of State and Government, two from each of the five regions of the continent”, and requests the Chairperson of the Commission “to urgently undertake the necessary consultations for the finalization of the composition and the operationalization of the ad hoc Committee.”
Another important point in the text is the Council’s decision “to establish an International Contact Group for Western Sahara (ICG-WS), in order to keep the issue on the international agenda and to mobilize the necessary support for the early resolution of the conflict, and invites the Chairperson of the Commission to undertake the necessary consultations to this end.”
